Hong Kong Police Ban Music for July 1 Protest March
Hong Kong pro-democracy demonstrators still face a ban on music during protests planned to coincide with the 90th anniversary of the Chinese Communist Party, despite successfully beating back other unusual restrictions demanded by police.
Since Hong Kong was handed over to China in 1997, thousands to hundreds of thousands of pan-democrats and members of the general public have protested every year on July 1¡Xthe anniversary of the founding of the CCP¡Xto demand full democracy and universal suffrage.
Authorities initially placed several restrictions on this year's protests, including on sound and logistics, but later backtracked on some.
Hong Kong's public order ordinances stipulate that protests consisting of more than 30 people need to be approved by the commissioner of police with a notice of no objection.
For the July 1 protest this year, the notice of no objection issued to Civil Human Rights Front (CVRF)¡Xthe group organizing the protest¡Xcame with a list of harsh requirements.
These included provisions that the organizer has to ensure that participants won¡¦t continue attending other group activities after the march and will avoid fundraising and petition signing lest the march be slowed down.
CVRF said it informed the Hong Kong police that there would be about 50,000 participants this year and also expressed concern about any possible route diversions enforced by the police. The so-called "contingency route," first used during the June 4 candlelight vigil, allows police to send protesters on an alternative route if the turnout reaches a certain unspecified number, according to a report by the daily The Standard.
The organizing group successfully appealed to the committee over these demands, but the prohibition on music-making remains.
The music restriction will most affect the participation of the marching band and drum corps of the Falun Gong spiritual group, parade regulars.
Netizens responded by creating Facebook pages to complain about the rules. One page created last week encourages demonstrators to each bring an instrument to the march to play. Fans of the page, which number over 1,600, posted videos that teach people how to make musical instruments from materials like vegetables and water bottles.
Members of CVRF said some of the restrictions, including the ban on music, may be illegal.
Shen Weinan, a member of CVRF said they were asked to cover amplifiers in Victoria Park to minimize noise. Shen said he thought this limitation was unreasonable. "For football games, they don¡¦t add stipulations like this," he said.
Law Yukkai, director of the Hong Kong Human Rights Monitor said, "This is unheard of and is a violation of human rights."
Some members of CVRF said they believe the Hong Kong government is afraid of citizens voicing their opinions.
"We believe more Hong Kong people will be angry about [the restrictions]. More Hong Kong people will choose to stand up on July 1 to safeguard their rights," Gary Fan, the convener of the march organizers said.

Hong Kong Police Ban Music for July 1 Protest March
Hong Kong pro-democracy demonstrators still face a ban on music during protests planned to coincide with the 90th anniversary of the Chinese Communist Party, despite successfully beating back other unusual restrictions demanded by police.
Since Hong Kong was handed over to China in 1997, thousands to hundreds of thousands of pan-democrats and members of the general public have protested every year on July 1¡Xthe anniversary of the founding of the CCP¡Xto demand full democracy and universal suffrage.
Authorities initially placed several restrictions on this year's protests, including on sound and logistics, but later backtracked on some.
Hong Kong's public order ordinances stipulate that protests consisting of more than 30 people need to be approved by the commissioner of police with a notice of no objection.
For the July 1 protest this year, the notice of no objection issued to Civil Human Rights Front (CVRF)¡Xthe group organizing the protest¡Xcame with a list of harsh requirements.
These included provisions that the organizer has to ensure that participants won¡¦t continue attending other group activities after the march and will avoid fundraising and petition signing lest the march be slowed down.
CVRF said it informed the Hong Kong police that there would be about 50,000 participants this year and also expressed concern about any possible route diversions enforced by the police. The so-called "contingency route," first used during the June 4 candlelight vigil, allows police to send protesters on an alternative route if the turnout reaches a certain unspecified number, according to a report by the daily The Standard.
The organizing group successfully appealed to the committee over these demands, but the prohibition on music-making remains.
The music restriction will most affect the participation of the marching band and drum corps of the Falun Gong spiritual group, parade regulars.
Netizens responded by creating Facebook pages to complain about the rules. One page created last week encourages demonstrators to each bring an instrument to the march to play. Fans of the page, which number over 1,600, posted videos that teach people how to make musical instruments from materials like vegetables and water bottles.
Members of CVRF said some of the restrictions, including the ban on music, may be illegal.
Shen Weinan, a member of CVRF said they were asked to cover amplifiers in Victoria Park to minimize noise. Shen said he thought this limitation was unreasonable. "For football games, they don¡¦t add stipulations like this," he said.
Law Yukkai, director of the Hong Kong Human Rights Monitor said, "This is unheard of and is a violation of human rights."
Some members of CVRF said they believe the Hong Kong government is afraid of citizens voicing their opinions.
"We believe more Hong Kong people will be angry about [the restrictions]. More Hong Kong people will choose to stand up on July 1 to safeguard their rights," Gary Fan, the convener of the march organizers said.
